Paul R. McCary
Mr. McCary has been representing water utilities in Connecticut since the mid-1980s. During that time he has handled numerous general rate proceedings before the Public Utilities Regulatory Authority (PURA), obtained regulatory approval for several mergers and acquisitions and secured regulatory authority for debt and equity issuances. In addition to handling these PURA proceedings, he has negotiated long-term water supply agreements between water companies. Outside of the investor-owned utility arena he represents municipal water departments and a regional public water utility, the South Central Connecticut Regional Water Authority, serving over 100,000 customers in the Greater New Haven area. He has also negotiated agreements for regional cooperation among water utilities.
