Stephen E. Ronai
Mr. Ronai now serves as Of Counsel to the firm and he previously served as Chairman of the firm’s Health Care department for more than twenty years. Mr. Ronai’s health care regulatory experience has included the provision of strategic business planning as well as administrative agency regulatory and litigation assistance to a broad spectrum of health care providers including hospitals, nursing homes and physician groups and he has enabled providers to surmount regulatory hurdles to reach the health care market and to obtain maximum third party government and managed care organization (“MCO”) private payment reimbursement. Mr. Ronai’s regulatory experience has resulted in the establishment of litigation precedents favorable to health care providers on a wide range of regulatory issues, including licensure and certification sanctions, hospital medical staff credentialing matters, certificate of need proceedings, third party reimbursement litigation, representational standing for provider associations, and various other legal issues. He has also joined with other Health Care practice group members who concentrate on Commercial Law and Real Estate transactions, to fashion bond financing, and to provide Environmental and Labor and Employment law assistance to service the full spectrum of the construction and development needs of the firm’s institutional health care clients.
Mr. Ronai’s recent experience has extended to a wide spectrum of issues that arise regularly in health care multi-provider Integrated Delivery Systems (“IDS”) and those services extend to provider joint ventures involving hospitals and physician groups, including corporate reorganizations, affiliations, regulatory and fraud and abuse issues, protection of a facility's IRS tax exemption including Stark and Anti-Kickback statutory concerns, each of which arises within the framework of those health care business combinations.
