Federal Court Blocks Implementation of NLRB's New Representation Case Rules Due to Lack of a Quorum

For the second time in less than30 days, a federal court has blocked the implementation of a National Labor Relations Board rule. On May 14, 2012, the U.S. District Court for the District of Columbia held that the NLRB's approval of new rules for the processing of representation cases could not be implemented because the final rule was promulgated without the necessary quorum of three Board members.
