Robert J. Munnelly, Jr.
Mr. Munnelly, a partner in the firm's Regulatory and Real Estate Department, has extensive experience with legal, regulatory and local taxation issues faced by cable television, telecommunications and energy companies in New England. In the expanding area of information security and privacy, Mr. Munnelly advises and works with companies to develop written plans, improve security related policies, support compliance training and respond to potential security breaches. He has also worked with companies in other regulated industries and in appellate practice in state and federal courts.
Beginning his career at a large Boston law firm, Mr. Munnelly concentrated his practice on administrative law and commercial litigation. As Assistant Attorney General in the Administrative Law Division of the Government Bureau of the Massachusetts Office of Attorney General, he represented state agencies in trial court actions and appeals and co-chaired the Business Regulation and Tax Practice group. Mr. Munnelly then became the Director of Legal and Regulatory Affairs for the New England Cable and Telecommunications Association where he served as strategist and counsel in all six New England states. At Murtha Cullina, Mr. Munnelly has represented energy companies in retail licensing, market design, development of conventional and renewable energy projects and power purchase agreements, and industry restructuring proceedings in all five restructured states in New England.
Mr. Munnelly is currently Chair of the Administrative and State Appeals Practice Group, Co-Chair of the Communications Practice Group, and Chair of the Information Security and Privacy Practice Group. He is a frequent panelist at Federal Communications Bar Association seminars, Massachusetts Bar Association seminars on litigating administrative agency proceedings, cable television conferences and other communications, information security, and energy events.
