C-PACE and Energy Savings Performance Contracting
Michael J. Martone of Murtha Cullina's Government Affairs Group and Jessica Bailey, Director of C-PACE at the Clean Energy Finance and Investment Authority (CEFIA), will speak on C-PACE (Commercial and Industrial Property Assessed Clean Energy), which enables commercial and industrial property owners to access low-cost, long-term upfront financing for qualified building energy upgrades and repay the loan through a benefit assessment on their property tax. This program enables municipalities to opt-in through approval of their legislative body and enables CEFIA to administer a statewide program and to aggregate demand for this financing tool from around the state to further drive down cost of capital for building owners.
Mr. Martone will also speak about Energy Performance Contracting as a tool that taps into a community's energy equity and redeploys wasted energy spending on facility renewal. No new taxes, appropriations, levies, cuts or mill rate increases are needed.
